A mid-skilled work pass for technical staff, with quota and levy requirements on the employer.

Definition

The S Pass is a Singapore work pass for mid-skilled foreign workers (typically technicians, supervisors, or junior specialists) earning above S$3,150/month (rising with age). Unlike the EP, the S Pass is subject to a sub-Dependency Ratio Ceiling quota on the employer's foreign workforce, and the employer must pay a monthly levy. Employers in services, manufacturing, and construction face different quota and levy schedules.

Example

A small services company with 10 local staff can hire up to about 1 S Pass holder under the 10% sub-DRC quota, paying the standard S$330-S$650/month levy.
